The International Space projects is foreseen

The new program includes a mixed funding - Rs 1.12 billion from the state budget is 1.46 billion USD - from investors. Most (415 million USD) are going to spend for sensing of the Earth. Another USD 178 million provided for exploration of the solar system and 42 million USD - the use of space in the "interests of national security and defense." In this case, the participation of Ukrainian cosmonauts in the International Space projects is foreseen.

The Cabinet submitted to the Verkhovna Rada a bill "On approval of a national target scientific and technical space program of Ukraine for 2013-2017 years.”

It is about the use of space capabilities for the development of society, national security and defense, protecting the geopolitical interests of the state. The participation Ukrainian cosmonauts to the International Space projects are foreseen.

This program became the fifth in the history of independent Ukraine. Its goals are similar to those that were set for the years 2008-2012 (the program was funded by the state is only 30%).

"Projects in this area is not of interest to domestic investors, the profit they can only be a long-term, and other motivations state has not come up," - said the newspaper "Kommersant-Ukraine" deputy head of the space research and communication systems of the State Space Agency Jaroslav Stefanyshyn .

- Will Ukraine advanced space power?

Most (415 million USD) are going to spend for sensing of the Earth. For example, in 2015 it is planned to launch a satellite "Sich-2-1" to assess the status of winter crops, remote monitoring of snow cover, surface terrain classification, detection of forest and grassland fires. The device will be launched a carrier rocket "Cyclone-4" with Alcantara space center in Brazil.

Slightly less expensive paper program (385 million USD) provides testing and commissioning of space rocket "Cyclone-4", the development of new-generation Antares and promote the commercial exploitation of carrier rockets "Zenit-3SL, Zenit 2SLB" " Zenit-3SL ¡"," Dnepr ".

In addition, 162 million USD will be spent on the development of space systems, telecommunications and navigation, in particular the completion of the project "Lybid "launched in 2009. Communications satellite scheduled for launch in September 2011. His Canadian company engaged in manufacturing of MacDonald Detailer & Associates, received from the export credit agencies of Canada under the state guarantees of Ukraine in the amount of $ 254.6 million for a period of 10 years.

However, according to Stefanishina, the Ukrainian side did not pay on time the International Telecommunication Union for the allocated frequency for the satellite, which resulted in a change of orbital position and the need to refine the satellite. Therefore, the launch was postponed tentatively in December 2013.

Another USD 178 million provided for exploration of the solar system and 42 million USD - the use of space in the "interests of national security and defense."

Experts agree that the anticipated funding is not enough

"Print the satellite in orbit is 500 million to 700 million USD, and provide half-yearly work astronaut on the International Space Station - a minimum of $ 150 million pursues space experiments on, say, the Moon, we will not until 2025, and then only from lunar orbit "- said Jaroslav Stefanyshyn.

The first cosmonaut of independent Ukraine Leonid Kadenyuk believes that the country could earn money by providing services to remote sensing, "Our satellites can do it. Such programs in many countries of the former Soviet Union - Armenia, Azerbaijan, Georgia, the Baltic states, and they might have to order this watch. Ukraine took place as a space nation, we have a complete cycle of mining space activities, but we can lose this status if they continue to fund programs on leftovers. "
